Can observers be added to /shop? It confuses people who don't see them, and makes some people think that they are a banned block, and it's just generally annoying to manually craft them every time you need them.
I believe they aren't in /shop to limit how many people use in their farms. I could be wrong because you could just craft a bunch pretty easy yourself to be honest.
Excluding Observers from Shop was an intentional move and I currently do not see why they should be re-added. Too many cons to adding them to the Shop at this time.
